Objectives of the UGC-CARE

• To promote quality research, academic integrity and publication ethics in Indian universities.
• To promote high-quality publications in reputed journals that would help in achieving higher global ranks.
• To develop an approach and methodology for the identification of good quality journals.
• To prevent publications in predatory/dubious/sub-standard journals, which reflect adversely and tarnish the image of Indian academia.
• To create and maintain a “UGC-CARE Reference List of Quality Journals” (UGC-CARE List) for all academic purposes.

Need for UGC-CARE List

1. The credibility of research publications is extremely important because it represents the academic image of not just an individual, but of the institution and the entire nation.
2. The number of research articles published in reputed journals is one of the globally-accepted indicators considered for various academic purposes such as institutional ranking, appointments, promotions of faculty members, membership of academic committees, the award of research degrees etc.
3. The problem of predatory/dubious/ sub-standard journals has become a cause of serious concern all over the world.
4. The percentage of research articles published in poor quality journals is reported to be high in India, which has adversely affected its image.
5. Publications in dubious/sub-standard journals reflect adversely leading to long-term academic damage and a tarnished image of an individual, institution and nation.

The Scope of the UGC-CARE List

• UGC-CARE has taken the responsibility of preparing the “UGC-CARE Reference List of Quality Journals” (UGC-CARE List).
• The UGC-CARE List includes research journals from all disciplines, indexed in Scopus (Source list) or Web of Science (Arts and Humanities Citation Index Source Publication, Science Citation Index Expanded Source Publication, Social Science Citation Index Source Publication). These journals have a global acceptance as quality journals and are considered for all academic purposes. Therefore, all journals indexed in Scopus and / or Web of Science are part of UGC-CARE List.
• Apart from these indexed journals, a list of Indian journals, especially from disciplines of Arts, Humanities, Languages, Culture and Indian Knowledge Systems, will be prepared and updated quarterly.

What is Impact Factor of journal?

Impact Factor(IF)
The Impact Factor is based on two figures:  One is the number of citations to a given journal over the previous two years (A).

Another one is the number of research articles and review articles published by that journal over the same two-year period (B).

Impact Factor = A/B

How to Find journal Impact Factor

Generally, most of the journals use these two figures (A) and (B) to calculate the Impact Factor. Let us calculate the Impact Factor for a particular journal for the year 2018.

Impact Factor(IF-2018) = A/B

A -> The number of times that all items published in that journal in 2016 and 2017 were cited by indexed publications during 2018.

B -> The total number of “citable items” published by that journal in 2016 and 2017.

For Example,

A=1298(number of times that all items published in that journal in 2016 and 2017)

B=541(The total number of “citable items” published by that journal in 2016 and 2017)

Then the Impact factor of the Journal should be (1298/541)= 2.40 IF.

How H-Index is calculated?

The h-index is a factor determining both the quantity and quality of a scientist’s research output.

The h- index is based on a list of publications ranked in descending order by the number of actions these publications received.

The value of (h) is equal to the number of papers (N) in the list that has N or more citations.

For example,

An author with 10 papers, where 5(N) papers were cited 5(N) times each one the h-index is 5.

If 8(N) papers were cited 8(N) times each one then the h-index is 8.

What is the difference between SCI, SCIE and ESCI Journals?

Scientific Citation Indexing (SCI) service originally produced by the Institute for Scientific Information(ISI) during 1964. ISI was acquired by Thomson Scientific & Healthcare in 1992 and named Thomson Reuters Intellectual Property and Science Business, which became known as Thomson ISI, later it maintained by Clarivate Analytics to provides a comprehensive citation search of all indexing.

The Science Citation Index Expanded (SCIE) is the larger version SCI which covers more than 8,500 notable and significant journals, across 150 disciplines, from 1900 to the present.

SCIE is similar to the SCI except for the two differences:

1. Impact factor: SCI has non zero impact factor but SCIE journals are just ranked for impact factor.
2. Storage formate: Both SCI and SCIE are available online. However, SCI is available on CD/DVD format but SCIE is not.

Why SCI Index and SCIE Integration?

SCI and SCIE do not differ in the quality of the paper, but only in the difference that SCI is data provided on CD/DVD and SCIE is data provided online. Also, it creates confusion among SCI and SCIE’s classification and identification of the journals.

To solve this problem, Clarivate Analytics said it has been working to set internal policies and add information and URLs for each journal since October 2019, and that it will provide SCI by integrating SCI into SCIE without officially using SCI classification as of January 3, 2020.

With this information, all SCI journals in the Web of Science Core Collection are classified as SCIE form January 2020.

Basic requirements for indexing in Web of Science (WoS)?

All journals submitted to the core Web of Science databases will be evaluated by the following criteria.

• Whether the journal follows a proper peer review process?
• Whether the journal follows ethical publishing practices?
• Whether the journal meets technical requirements?
• The journal has good English language bibliographic information or not?
• Whether the journal recommended or requested by a scholarly audience of Web of Science users.

If the journal passed the evaluation in a successful way it will be indexed in the ESCI while undergoing more in-depth editorial review.
